The GOP ticket?s attendance problems apparently aren?t just limited to Mitt Romney. 2,000 people turned out for Vice President Biden in Florida, while Paul Ryan spoke to a crowd of 725 in New Hampshire.

According to the AP, ?More than 2,000 people crowded into a community center to see Vice President Joe Biden talk about Medicare, the federal deficit and tax cuts for the wealthy.?

The Merrimack Patch reported on Ryan?s rally, ?A crowd of 725 supporters squeezed into the school?s field house, with at least a hundred stationed on rows of bleachers behind Ryan with a sign above reading, ?We can?t afford four more years.?

Both candidates did manage to fill their respective venues, but with the number of campaign days starting to dwindle down before Election Day, it is important to ask, what was Paul Ryan during in New Hampshire? While Joe Biden was out campaigning for Florida?s 29 Electoral College votes, Paul Ryan was in New Hampshire courting the state?s four Electoral College voters. If Romney and Ryan are serious about winning, shouldn?t they be spending their time courting voters in bigger states?

Medicare is the obvious reason why the Romney camp isn?t going to let Paul Ryan spend much time in Florida, but instead of campaigning Mitt Romney was in Pennsylvania yesterday in order to raise money to spend in states that he is more competitive in. Beyond efficient time management, the bigger problem for the Romney/Ryan ticket is that voters aren?t turning out to see them.

Paul Ryan was supposed to bring the conservative star power to the ticket, but hundreds are showing up for his events. In contrast, Joe Biden and Barack and Michelle Obama are drawing thousands to their campaign stops.

What?s even worse for the GOP is that Vice President Biden is outdrawing their presidential nominee. More people are coming out for Biden than are showing up to see Mitt Romney. It is difficult to believe that more people would show up to hear a sitting vice president than would come out for one of the two men who could be our next president, but this seems to be exactly what is happening.

Through out the entire 2012 campaign, Mitt Romney has drawn only hundreds of people to many of his campaign events. Romney couldn?t draw a crowd during the primaries, and slapping the title of presidential nominee on him hasn?t helped.

It is becoming impossible to escape the fact that not only is the Romney/Ryan campaign poorly run, but it is also generating very little enthusiasm. For a self-styled Mr. Fix It, Mitt Romney is running a terrible campaign. And if Romney can?t handle a presidential campaign, how is he going to govern the country?

While Joe Biden was outdrawing the Republican ticket on his own, another day slips by on the campaign calendar as Paul Ryan and Mitt Romney continue to tread water.

Q&A: Why marches trigger Northern Ireland strife

BELFAST, Northern Ireland (AP) ? Belfast is bracing for one of its biggest Protestant parades in years on Saturday, with tens of thousands expected to participate amid fears that it will degenerate into street clashes with the police and Northern Ireland's Catholic minority. These one-sided marches have tested tempers each year since the 19th century, and show no sign of abating despite Northern Ireland's successful peace process. The AP explores why.

WHO'S MARCHING?

The Protestant "loyal orders," chiefly two groups called the Orangemen and the Apprentice Boys. Members carry hand-painted banners depicting key historical events and values, both political and religious, while groups of fife and drum ? often called "kick the pope" bands ? play tunes ranging from the spiritual to the overtly anti-Irish.

WHY DO THEY DO IT?

For the Protestants, a successful march demonstrates their continued hold over endlessly disputed territory, town by town, street by street. They expect their right to freedom of assembly to be upheld by the law.

But for most Catholics, the marches are offensive, considered mass intimidation by the Protestant majority.

WHO ARE THE ORANGEMEN?

The Orangemen honor King William of Orange, a Dutchman who ousted a Catholic from the British throne in 1688 and then defeated that rival, James II, in a series of battles in Ireland. The Orange Order's biggest marches come each July 12, the anniversary of the 1690 Battle of the Boyne, when William's army forded a river south of Belfast to rout James' forces ? and according to Orange lore, ensured Protestant civil and religious liberty from that day forward.

WHO ARE THE APPRENTICE BOYS?

The Apprentice Boys of Derry, based in Northern Ireland's second-largest city, Londonderry, honor the other totemic moment from those 17th-century religious wars: the 1689 Siege of Derry. The recently deposed James, seeking to reclaim his London throne from his sanctuary in predominantly Catholic Ireland, sent forces to demand that the Protestant garrison of the walled town surrender. Teenage apprentices bolted the gates shut, starting a 105-day siege that the residents survived by eating rats.

ISN'T THIS ANCIENT HISTORY?

No. Both fraternal groups exist, in part, to keep these vivid ancestral memories alive in today's Northern Ireland. The Protestant community here has what sociologists call a "siege mentality," a view that they can never feel at ease because of a traitorous Irish minority forever committed to pushing Northern Ireland out of the United Kingdom and into the Irish Republic.

AREN'T THESE PROTESTANTS IRISH?

Ask them. The answer is a thunderous no, they're British. But this basic issue of identity continues to be questioned to this day ? even, most hurtfully, by fellow Britons in neighboring Britain.

ARE CATHOLICS RIGHT TO BE CONCERNED?

Absolutely. Orangemen provided the organizational muscle behind Northern Ireland's creation in 1921 shortly before the rest of Ireland won independence from Britain, binding together Protestants under one anti-Catholic banner determined to stop "Rome rule" from Dublin.

For its first half-century, Northern Ireland was an overtly Orange state with a Protestant-only government. They discriminated against Catholics in housing, jobs and voting power. The marches, given safe passage by a similarly Orange police force, underscored the Catholics' second-class status.

WHICH MEANS RIOTS, RIGHT?

Yep. It's no accident that Act I, Scene I of Northern Ireland's conflict in 1969 began with Catholic hostility to a march: the Apprentice Boys' main annual parade in Londonderry. Days of clashes between Catholic civilians and Protestant police forced Britain to deploy its army as peacekeepers ? a fateful decision that inspired the rise of the modern IRA and its aim to overthrow Northern Ireland.

HASN'T THE PEACE PROCESS IMPROVED THINGS?

Mostly yes. Also no.

Nearly two decades of peacemaking have transformed Northern Ireland almost beyond recognition from its blood-stained past. Paramilitary cease-fires by the IRA and outlawed Protestant gangs are underpinned by disarmament, troops have been withdrawn to barracks, Britain has promoted Catholic recruitment to create a balanced police force and a unity Protestant-Catholic government shares power with surprising harmony.

Almost. But the clock turns backward each "marching season" ? and increased rioting has been the norm for most summers since 1995.

(AP) ? Phoenix police have identified a man who shot at officers and then led them on a chase that ended with his suicide broadcast on national television.

Police spokesman Sgt. Tommy Thompson says 33-year-old Jodon F. Romero was a wanted felon who stole a car at gunpoint late Friday morning. Thompson said Saturday that an officer fired at Romero just before he committed suicide in the desert miles west of Phoenix but he apparently was not hit.

The chase was being followed by a television news helicopter and was broadcast live by Fox News. The network was unable to cut off the feed before Romero shot himself.

Thompson says Romero had previous convictions for violent acts and was wanted for parole violations.

6 teens arrested in taped beating of Pa. woman

(AP) ? Six teenagers were in custody Friday on charges they brutally beat a neighbor on her stoop "just for fun" and then posted cellphone video of the attack on Facebook, authorities said.

Four 16- and 17-year-old girls were charged as adults in the attack on the 48-year-old woman, a crime that has shaken this struggling city of about 30,000 residents just outside Philadelphia. The girls were charged with aggravated assault, reckless endangerment, burglary and harassment. Another teen girl and a 19-year-old woman were also arrested later Friday afternoon.

The woman, whom police described as "mentally challenged," was punched, kicked and hit with a shoe and chair, and suffered cuts and bruises but no broken bones, authorities said. Her name was not released.

The attack occurred Tuesday at a two-story stucco house, where the woman lived, down the block from a small grocery. No one answered the door at the building Friday.

"It appears just for fun," Chester police Detective James Nolan said. "There hasn't been a discernible explanation as to why."

Police Commissioner Joseph M. Bail Jr. said the victim was doing better Friday and being treated for lacerations and abrasions at a crisis unit.

The Delaware County Daily Times first obtained video footage from police on Thursday.

It showed a group of girls walking down a sidewalk then suddenly attacking a woman sitting on her stoop. The teens follow the woman into her home as she tries to escape, taking turns punching and beating her. They quickly flee.

In the neighborhood where the woman lives, cashier Crystal Pate said she knows two of the girls ? one babysits her daughter ? and said they were not bad kids.

"I can't comprehend it. I trust her with my daughter's life," the 29-year-old Pate said. "Obviously, they were showing off. That's not something you do for fun."

Pate said the woman regularly sits on her front stoop and sometimes curses people or asks for cigarettes.

Chester has long battled high rates of crime and poverty. Mayor John Linder said youth should understand that attacking people will not be tolerated.

"This is an egregious attack," Linder said. "It's unbearable."

Janet Purnell, 55, whose elderly mother lives down the street from the attack, said it is hard for her to understand why a group of girls would want to attack a woman like that.

"It really doesn't make any sense," Purnell said. "It's ignorant."

I didn't forget,not ALL, so I don't know. The memories I have were significant in various ways. I remember my father returning from overseas vividly, I was less that 3, they say but I know I could walk then, because all my older siblings ran inside behind him and left me to follow. I remember the taxi he came in, (something like a small station wagon with wood strips at the sides,) exactly where it stopped, and my older sisters excitement, (because I was puzzled by it.)
I have no memory of my father before that, although I'm told he'd only been gone for 2 weeks, (a teacher's organization sports tour.) I recall the color of the suit he was wearing, (pearl gray,) and that he did something I'd never seen anyone do before. He perched on the edge of the dining room table and put one foot on the floor, one on a chair, and he talked about someone who had been hit on the temple by a cricket ball. I didn't know where the temple was, but my sisters showed me.

Other significant life episodes remain vividly in my memory. The earliest of these was being in a blue cradle when someone, an aunt or godmother came in, and looked at me, which made me feel great for a while, like one of the crowd, and then they all turned their backs on me and walked out of the room, leaving me imprisoned there. That was so hard, not being able to join in. My family say that this memory is impossible, but I can remember it vividly, however brief.

I say all this to indicate that we remember things that have meaning to us in some form or another.

Day 1

It?s an hours drive from the house and the scenery leading up to the station is beautiful. The train ride takes 65 minutes, including a 20 minute stop at Pontsticill where you can picnic or visit their caf? and play area.

PARIS/MADRID, Sep. 28, 2012 (Reuters) ? France unveiled an austerity budget that would tax business and the super rich, but a report showing Spain's banks needed a manageable 59 billion euros in new funds bought time for Prime Minister Mariano Rajoy as he seeks to avoid a bailout.

Socialist President Francois Hollande's 2013 budget amounts to France's toughest belt-tightening for 30 years as the debt crisis takes its toll on the euro zone.

The package aims to narrow France's deficit to 3.0 percent of national output next year from 4.5 percent this year, bringing in 30 billion euros ($39 billion) for the treasury.

But the budget dismayed business by opting for tax hikes -- including a 75 percent tax on those earning over one million euros a year -- by holding public spending and not cutting government jobs.

With Hollande facing record unemployment and economic stagnation, there were also fears the deficit target will slip as France falls short of the modest 0.8 percent economic growth rate on which it is banking for next year.

"This is a fighting budget to get the country back on the rails," Prime Minister Jean-Marc Ayrault said, adding that the 0.8 percent growth target was "realistic and ambitious".

In Spain, an independent audit of the country's banks confirmed that a manageable 59.3 billion euros in extra capital is needed for them to ride out a serious economic downturn, buying time for Rajoy who faces intense pressure to seek an international bailout.

The audit is a condition of getting European funds to patch up Spanish banks that have been damaged by a prolonged real estate crash.

Spending cuts and tax hikes in response to the euro zone debt crisis are throttling any recovery in the euro zone's fourth largest economy, driving up unemployment and prompting sometimes violent street protests.

MAIN THREAT

Spain has replaced Greece, Ireland and Portugal as the main threat to the survival of the euro currency project.

Both the strict 2013 budget presented by Rajoy's government on Thursday and the audit of 90 percent of Spain's banking system are necessary steps for Madrid to request sovereign aid and trigger a European Central Bank bond-buying program.

The audit results, which will be used to determine how much aid Madrid will tap from an agreed 100-billion-euro European credit line for the banks, were in line with government and market expectations and were applauded by the European Commission.

"That's another layer of uncertainty that's off the table," said David Schnautz, rate strategist at Commerzbank.

In further signs that austerity measures imposed on the euro zone's struggling southern members are having a harsh social cost, thousands of trade unionists marched through Rome as part of a general strike, forcing authorities to close the Coliseum.

Opposition to austerity policies aimed at steering Italy out of its economic crisis is growing as the country's year-long recession shows no signs of ending and unemployment continues to rise.

"At the moment, I just can't see a future that gives us any hope, particularly for the youth," Emilio Amiraglia, a former Italian soldier, said.

The march by mainly public sector workers followed clashes between anti-austerity protesters and police in Madrid and Athens this week.

In the euro zone's paymaster Germany, Angela Merkel learned on Friday that she will face former finance minister Peer Steinbrueck as the opposition Social Democrats' leader in next year's election, a development that may cause some unease in the chancellor's camp.

Steinbrueck, a combative veteran from the right of the centre-left SPD, backs tougher rules for banks and a coalition government with the Greens.

Analysts saw his rapid emergence from a three-way struggle within his party as the outcome most threatening to Merkel, though polls show the conservative leader still well ahead.

"We want to oust this government. We want to make sure it isn't just partially replaced but completely replaced with an SPD-Greens government," he told a news conference, referring to the ecologist party currently ranked third in opinion polls.

Does Canada Need a National ?Stop to Smell the Flowers? Day? | Dr ...

Yesterday, I was quoted in the media regarding a private members bill introduced by MP John Weston calling for municipalities to provide cheap access to fitness centres, as considering this idea rather ?simplistic?.

Not that I don?t think Canadians should be more active or that we must not do all we can to reduce the epidemic of sedentariness.

I just don?t believe that a) this needs to happen at fitness centres and b) that this is necessarily a bill that should be offered as a solution to the obesity problem.

If anything, these type of proposals do little else but perpetuate the myth that a bit of more physical activity will reduce body weights or prevent weight gain.

Rather, with, for example, the emerging evidence on the role of sleep deprivation on metabolism and body weight, we may as well be calling for a national ?Let?s All Sleep In Late? day or (even better) a national ?Let?s All Stop To Smell The Flowers? Day.

The point is not that I am against exercise or don?t believe in its benefits. The point is that it will take more than getting more Canadians into fitness centres to combat obesity.

Not that we should be stopping anyone from getting more active. MP Weston apparently is a sports buff himself, has three kids who are sports buffs, and a wife who is a personal fitness trainer - great for them, but hardly a model for the Canadians that I see in my practice.

It is certainly not the monetary cost of visiting a fitness centre stopping them - if anything, it is lack of time, low self-esteem, poor body image, depression, sheer exhaustion after a stressful day, and perhaps far too little restorative sleep.

The last thing they need is yet one more obligation (read: visit to a fitness centre) in their already busy and overscheduled days.

If they did have the extra hour or so to actually dedicate to going to a fitness centre my advice would probably be to rather get an extra hour of sleep or perhaps just an extra hour of mindful relaxation - read a book, go for a walk, play an instrument, paint a picture, or just take the time to have a meaningful conversation with your kid or partner - or, perhaps, just pause to smell the flowers.

The problem is not that Canadians are too lazy or too cheap to pay for fitness centres - the problem is that too many Canadians are too busy, too stressed, too short of time, too exhausted, spend too much time in their cars, and are too caught up in everything else that makes a healthy lifestyle virtually impossible.

As I?ve said before, changing your lifestyle is more about changing your ?life? than your ?style?.

Perhaps a life in which there is actually time to stop and smell the flowers will do more to prevent and better manage your weight than any workout that I?ve ever heard of.

(AP) ? Tens of thousands of people from all over the country converged on Spain's capital to hold a large anti-austerity demonstration on Saturday.

By mid-morning several major roads had been blocked as buses unloaded protesters at 10 rendezvous points from which marches began.

The main organizer, Social Summit, an association of more than 150 organizations, and the Workers' Commissions and General Workers trade unions, said the demonstration was called to protest government cuts during the country's financial crisis.

The Interior Ministry's regional office said it expects more than half a million people to reach Christopher Columbus Square in the center of Madrid, where union leaders would make speeches.

Some marchers unfurled banners with slogans such as "Let's go! They are ruining the country and we have to stop them."

"This government's policies are causing too much hurt," said Ignacio Fernandez Toxo, the secretary general of the Workers' Commissions. "It's a lie that there isn't another way to restore the economy."

Large anti-austerity protests also were planned in neighboring Portugal on Saturday.

The Madrid protest comes four days after another anti-government gathering in the northeastern city of Barcelona which police said included some 1.5 million demonstrators.

"We've had our pay cut. We don't get the firefighting training and equipment we need. There are more students and fewer teachers in our children's classrooms, and healthcare is also being cut," said fireman Carlos Melgaves who was marching in a group of about 50 firefighters. "We can't take it anymore."

Speaking in Nicosia, Cyprus, where Europe's finance ministers were meeting Saturday, Spain's economy minister, Luis de Guindos, said his government is aware it is asking sacrifices of Spanish society. "These sacrifices are absolutely unavoidable if we are to correct the difficult economic climate we are experiencing," he said. "We are laying the foundations for a recovery."

Spain, the fourth largest economy of the 17 countries that use the euro as a single currency, is stuck in a double-dip recession and unemployment is close to 25 percent.

Spanish Prime Minister Mariano Rajoy has accepted a loan of up to euro100 billion ($127billion) to rescue banks reeling from a collapse of the country's real estate and construction industries. His government also has faced punishingly high interest rates while raising money on bond markets to keep the economy in liquidity.

The country is widely expected to ask to sell its bonds to the European Central Bank, but the conditions attached have been the subject of ongoing negotiations.

Rajoy's government has introduced stinging cuts and tax increases in a bid to reduce the deficit and to reassure investors and the euro zone's financial officials.

In Portugal, another package of recently announced government austerity measures could turn the nation's sullen acceptance of belt-tightening into an explosion of anger similar to that seen in Greece over the past two years.

Last week Portuguese Prime Minister Pedro Passos Coelho announced an increase in workers' social security contributions to 18 percent of their monthly salary from 11 percent. The cut is equivalent to a net monthly wage.

Portuguese Finance Minister Vitor Gaspar said income taxes will go up next year and public employees will lose either their Christmas or vacation bonus, roughly equivalent to a month's income. Many pensioners will lose both.

Chicago teachers union leaders to meet as strike drags on

CHICAGO (Reuters) - Chicago teachers union and school officials resumed talks on Friday to end a five-day strike over education reforms sought by Mayor Rahm Emanuel with both sides saying a deal is close but the union tempering optimism about an imminent agreement.

More than 350,000 Chicago students marked a week off classes as negotiations over final contentious issues including teacher layoffs and rehiring adjourned past midnight on Thursday.

"There were some creative ideas passed around, but we still do not have an agreement," Karen Lewis, the fiery former high school chemistry teacher who leads the union, told reporters. "We're going to go back to our respective shops and do some numbers crunching."

Lewis has called a meeting of the union's House of Delegates, a larger consultative body than the negotiating team, for Friday afternoon to discuss the talks. That group has the authority to end the strike but a lawyer for the union, Robert Bloch, said that was unlikely unless there was a finalized contract.

"I think that we made some pretty good progress," Chicago School Board President David Vitale said on Thursday night. "We're closing a lot of gaps."

Vitale said the deadlock over teacher evaluations appeared to be solved and the financial costs and process for school closings, layoffs and recalling teachers for jobs at new consolidated schools were key remaining issues. About 100 Chicago schools have closed in recent years, with officials citing low enrollment or poor performance.

"I think we've got a general understanding of what we would like to do ... on the recall layoff program," Vitale said.

Lewis led 29,000 public school teachers and support staff out on Monday in the first Chicago Teachers Union strike since 1987. The confrontation, the largest strike in the United States in a year, has galvanized the U.S. labor movement and exposed a rift within the Democratic Party over reform of urban schools.

Parents of kindergarten, elementary and high school students were forced to find alternative child care, kept their children at home or took them to nearly 150 centers around Chicago set up by the city to provide breakfast, lunch and supervision.

"It's better than it had been looking," said one parent, Dana Howse. "It was pretty grim before."

But it was not clear if school would resume on Monday. Vitale said he was optimistic classes would resume but Lewis was more guarded, saying she was not sure.

Striking teachers resumed picketing on Friday around schools being manned by principals and volunteers. More than 80 percent of Chicago public school students qualify for free school lunches because they come from low-income families. Crime and gang violence plague many neighborhoods on the city's poorer south and west sides.

Kenwood Academy high school senior Sandy Danard, 17, who marched on Thursday to support teachers, said she risked missing the application deadlines for some colleges because she could not get a paper transcript from her school.

"The counselors aren't in school," she said. "It's really stressful on the seniors, and in the end when the strike finally ends, we have to rush."

Extracurricular activities such as high school sports and the arts also have been suspended.

NATIONAL SPOTLIGHT

The teachers' strike is unusual in the United States where unions have been severely weakened by state and local laws constraining their power, and union membership has fallen in a service economy. There were only 19 strikes of 1,000 workers or more in all of 2011, according to government figures.

Teachers revolted when Emanuel, with support from a national school reform movement largely financed by wealthy philanthropists, tried to pin much of teacher evaluations to students' performance on standardized tests in areas such as reading and math.

Using student test scores to rate teachers is in vogue nationally, championed by President Barack Obama's Education Department to raise standards and improve U.S. schools. Obama's education secretary, Arne Duncan, once led Chicago schools.

But the union argues the policy forces them to teach to the test and narrows the curriculum. Chicago teachers also said they should not be evaluated on factors outside their control such as poverty and crime their students endure in some neighborhoods.

Lewis shrewdly built support among parents and teachers in Chicago's inner-city communities for two years before calling the strike. The community organizing resulted in strong backing for the strike as well as enthusiastic rallies and picketing.

Emanuel has retreated on his teacher evaluation demands, agreeing to phase in the new standards and lowering the percentage weighting of standardized tests.

The union has taken advantage of the pressure on Emanuel to press for more job security from expected layoffs as more schools close. About 50,000 students at new publicly funded but non-union charter schools attended classes as usual this week.

Emanuel faces financial as well as political pressures.

The school district has offered average wage increases of 16 percent over four years plus some benefit improvements. It is not clear how Emanuel will pay for those since the district faces a $665 million budget deficit this year, has drained financial reserves and levied property taxes to the legal limit.

The high-profile labor clash in Obama's home city has been awkward for the president. Emanuel is Obama's former top White House aide and a key fundraiser for the president's re-election campaign. Unions are a key constituency of the Democratic Party and will be important in getting out the vote on November 6.

Rights activists to appeal Arizona 'show-your-papers' ruling

PHOENIX (Reuters) - Civil and immigrant rights activists said on Thursday they would appeal to block a controversial Arizona "show-your-papers" immigration provision upheld by the U.S. Supreme Court from taking effect.

The measure, which is part of a broader law to combat illegal immigration in the state bordering Mexico, requires police to check the immigration status of people they stop and suspect are in the country illegally.

A federal judge last week cleared the way for the provision to take effect, ruling that the law's challengers had failed to show they were likely to prevail on the merits of the case after it was upheld by the nation's top court in June.

The notice of appeal was filed by plaintiffs including the American Civil Liberties Union and the Mexican American Legal Defense and Educational Fund in U.S. District Court in Phoenix.

They also asked the court to block the provision pending the appeal to the 9th U.S. Circuit Court of Appeals, arguing that to allow the measure to take effect would cause "irreparable harm."

"We believe that the show-me-your-papers provision should remain suspended and are appealing the district court's contrary ruling to the Ninth Circuit," Omar Jadwat, senior attorney for the ACLU Immigrants' Rights Project, said in a statement.

Arizona Republican Governor Jan Brewer, a major White House foe in the battle over illegal immigration, signed the state crackdown on illegal immigrants into law in April 2010, complaining that the federal government had failed to secure the state's border with Mexico.

Brewer's office did not immediately respond to a request for comment.

The administration of President Barack Obama challenged Arizona's tough immigration law in court two years ago, saying the U.S. Constitution gives the federal government sole authority over immigration policy.

Opponents of the law also decried it as a mandate for the racial profiling of Hispanics, who make up nearly a third of Arizona's population of 6.5 million people.

In the mixed ruling last Wednesday that allowed the provision to proceed, U.S. District Court Judge Susan Bolton also issued a preliminary injunction blocking a part of SB 1070, that made it a crime to transport, shield or harbor an illegal immigrant within Arizona's borders.

The Supreme Court ruling was referred back to Bolton, who originally enjoined sections of the law before it took effect in July 2010.

The provision that was upheld in last week's ruling could not be implemented until Bolton formally removes a block she placed on the law two years ago. That was not expected before September 15 at the earliest.

US futures dip ahead of Fed decision

NEW YORK (AP) ? Stock futures slid ahead of a Fed decision Thursday over the best course of action to revive the economy, with many believing that there may be too much optimism about bold action from policy makers.

The Federal Reserve will come to a decision just after noon, and Chairman Ben Bernanke is expected to speak at 2:15 p.m. Eastern.

Dow Jones industrial futures fell 21 points to 13,340. The broader S&P futures gave up 2.7 points to 1,436.80. Nasdaq futures slipped 7 points to 2,789.

Futures have been rising throughout the week and on Thursday it appeared that many investors believed that any decisive action from the Fed, such as third round of bond purchases, has already been priced in.

There are also some jitters over events in the Middle East. Protesters stormed the U.S. Embassy compound in Yemen's capital Thursday and there is violence around the U.S. mission in Cairo.

The attacks come a day after the U.S. announced the death of its ambassador to Libya, where the American compound was overrun. The protests were sparked by an amateurish video produced in the U.S. called "Innocence of Muslims," which mocks Islam's Prophet Muhammad.

The attacks have pushed crude prices higher. Oil was trading above $97 per barrel on the New York Mercantile Exchange.

The Labor Department also reported Wednesday that unemployment claims rose 15,000 to 382,000, pushed up by Tropical Storm Isaac. And a sharp rise in gasoline costs, due to the hurricane and refinery issues, drove up wholesale prices last month at a faster rate than has been seen in more than three years.

Removing energy and food costs, however, the increase in prices has been mild.

The Labor Department reported that the producer price index, which measures price changes before they reach the consumer, jumped 1.7 percent in August. Excluding the volatile food and gas categories, core wholesale prices rose only 0.2 percent, below July's increase.

(AP) ? With a lockout drawing ever closer, the NHL and the players' union are in touch with each other after a day of internal meetings.

But no new negotiating sessions are scheduled for Friday, one day before Commissioner Gary Bettman has said he will lock out the players. This would be the NHL's fourth work stoppage since 1992.

On Thursday night, NHL deputy commissioner Bill Daly spoke to special counsel Steve Fehr, the brother of union executive director Donald Fehr. They did not, however, discuss a possible return to the bargaining table.

The contract expires at midnight EDT on Saturday. Bettman has said the season won't start without a new deal. Training camps are to open Sept. 21, and the season is to begin Oct. 11.

"We have been clear that the collective bargaining agreement, upon its expiration, needs to have a successful agreement for us to move forward," Bettman said Thursday. "The league is not in a position, not willing to move forward with another season under the status quo."

The players turned out in force just a few blocks away at another midtown Manhattan hotel. Solidarity was evident, but optimism wasn't. The last labor stoppage caused the cancellation of the entire 2004-05 season, a lockout that ended only when players accepted a salary cap and a 24 percent rollback of salaries.

"Right now it's not looking great," said Pittsburgh Penguins star Sidney Crosby, who was just 17 when the last lockout ended, "but things can change pretty quickly."

Following lockouts last year by basketball and football owners, Bettman says hockey management is determined to come away with economic gains, even if it forces another work stoppage.

"Two other leagues ? the NBA and the NFL ? their players have recognized that in these economic times there is a need to retrench," Bettman said after a two-hour owners' meeting Thursday.

Damage from another lockout will occur almost immediately, and there is no telling how jilted fans and sponsors will react to another shutdown, especially if it lasts well into the fall and winter.

"One of the questions that needs to be asked is, if indeed they lock out, if indeed they do do that, (whether) that is reasonably calculated to make a deal more likely or less likely?" Donald Fehr said Thursday. "I think you can figure out the answer."

Management's latest offer has a short shelf life. Once the lockout begins, Bettman says the economic damage would cause owners to offer players a less beneficial deal.

Players currently receive 57 percent of hockey-related revenue, and the owners want to bring that number down as far as perhaps 47 percent ? which is an increase from their original offer of 43 percent. The union offered a deal based on actual dollars, seeking a guarantee of the $1.8 billion players received last season.

"The fact is, we believe that 57 percent of HRR is too much," Bettman said. "Even a brief lockout will cost more in terms of lost salary and wages than what we're proposing to do to make a deal that we think we need to make."

The current contract was agreed to in 2005, and Bob Goodenow resigned as union head two weeks later. After stints by Ted Saskin and Paul Kelly, the union in 2010 turned to Fehr, who led baseball players through three work stoppages in the 1980s and '90s.

Buffalo Sabres goalie Ryan Miller said Fehr is doing a far better job communicating with members than leadership did in the last lockout. The 30 league owners are prohibited by NHL bylaws from publicly commenting about negotiations.

"I doubt that all the owners are as well informed as all the players," Miller said. "I don't know if that's going to get me in trouble or not. I just feel like it's kind of whatever they are told by Gary. I guess it's a little bit like politics. ... You have this whole thing where I'm sure they feel like a lot of what we're saying is spin."

Players struck in April 1992, causing 30 games to be postponed.

This would be the third lockout under Bettman. The 1994-95 lockout ended after 103 days and the cancellation of 468 games. The most recent lockout was finally settled in July 2005 ? 301 days into the work stoppage and a month after the league would usually have awarded the Stanley Cup.

"You get a real sense of the unity and the commitment and the participation and the understanding and the knowledge that these players have," Fehr said. "It's very gratifying.

"The players very much want to reach an agreement, provided that it is one which is fair and which is equitable and treats them appropriately."

Bettman said the union has controlled the scheduling of the meetings and suggested players had reasons for wanting to delay negotiations. The league tried to start talks last summer, at last winter's All-Star game, during the playoffs last spring and again at the Stanley Cup finals.

"It looks like there was no urgency on the part of the players' association to engage or get anything done," Bettman said. "It's happened over the summer. I can't and won't speculate as to why that would be their intention, but it is what it is. If you look at the record and you look at it in hindsight, I think it is crystal clear."

Annual industry revenue has grown from $2.1 billion to $3.3 billion under the expiring deal. Owners asked players to cut their share of hockey related revenue during a six-year proposal. Players are concerned management hasn't addressed the league's problems by re-examining the teams' revenue-sharing formula.

The owners' latest offer raised the percentage of hockey-related revenue given to players from the previous proposal of 46 percent. Initially, the NHL sought to drop the number from the current 57 percent to 43 percent.

Having made several big concessions to make a deal in 2005, the union doesn't think it should have to make more this time after record financial growth.

"We believe that what we proposed is in the right direction," Crosby said Thursday. "If you look at both, they're definitely different, but if you have a nonbiased opinion, you look at the facts. I think our mindset and the direction we're going is one that seems like it's a little bit more fair for both sides."

Bettman cited the on-ice success for teams, noting there have been seven different champions over the course of this contract and all clubs but the Toronto Maple Leafs qualified for the playoffs at least once. The average player salary also jumped from $1.45 million to $2.55 million.

"We've had seven years of incredible competitive balance," Bettman said. "The game on the ice has never been better. That is a function of this system. The system as originally negotiated needs some adjustments. It turned out to be too rich a deal for the first seven years. We lived with it, but I'm not going to apologize for saying we need to adjust it.

"The thought was somehow they got slammed in the negotiations last time. They didn't. We made at the time what we thought was a fair deal. It actually turned out to be more fair than it should have been."
